Algunas consideraciones sobre el funcionamiento de la sanidad agrícola integral en Venezuela

Resumen

El objetivo del presente trabajo fue el de revisar aspectos relacionados con el funcionamiento del sistema de sanidad agrícola integral en Venezuela. Se analizaron aspectos legales y estructurales y de funcionamiento, del ente gestor de la sanidad agrícola integral, el Instituto de Salud Agrícola Integral (INSAI). Los resultados indican, ente otros, que el INSAI no cuenta con un sistema de información documental y de registros sistematizados, el número de funcionarios técnicos es insuficiente y las condiciones de trabajo no son las más idóneas, no existe una red de vigilancia epidemiológica y de cuarentena organizadas, se desconoce la situación de los programas fitosanitarios y la mayoría de sus laboratorios no están funcionando. La ley de Salud Agrícola Integral, aprobada en el 2008, no ha sido reglamentada y la organización y funcionamiento de las diferentes estructuras, tampoco lo han sido. Se sugiere revisar y actualizar el Sistema de Salud Agrícola Integral para que abarque, entre otros aspectos, la cadena agroalimentaria hasta que el producto llegue al consumidor final y una estructura
organizativa que además del Nivel Nacional y Regional, incluya el Nivel Local o Municipal, que se encargue de coordinar, ejecutar y supervisar todas las actividades sanitarias que se realicen en su ámbito.

Some considerations on the functioning of integral agricultural health in Venezuela

ABSTRACT

The objective of this work was to review aspects related to the functioning of the integral agricultural health system in Venezuela. The legal, structural and operational aspects of the managing entity of integral agricultural health, the Natonal Institute of Integral Agricultural Health (INSAI), were analyzed. The results indicate, among other things, that INSAI does not have a system of documentary information and systematized records, the number of technical officials is insufficient and working conditions are not the most suitable, there is no organized epidemiological surveillance and quarantine network, the status of phytosanitary programs is unknown and most of its laboratories are not functioning. The Integral Agricultural Health Law, approved in 2008, has not been regulated and the organization and functioning of the different structures have not been regulated either. It is suggested to review and update the Integral Agricultural Health System to cover, among other aspects, the agrifood chain until the product reaches the final consumer and an organizational structure that, in addition to the National and Regional Level, includes the Local or Municipal Level, which will be responsible for coordinating, implementing and supervising all sanitary activities carried out in its scope.
