Rafael Vegas y sus aportes a la educación en Venezuela (1938-1945)

Abstract

Rafael Augusto Vegas Sánchez (1908-1973), dedica 35 años de su vida de manera ininterrumpida al servicio social y educativo del país, resaltando su accionar en el período 1938-1945, en el marco de la modernización del Estado venezolano. Su gestión durante esta etapa es poco conocida, documentada y valorada dentro de la historiografía socioeducativa de Venezuela. Esta investigación tiene por objetivo valorar la gestión pública de Rafael Vegas y sus aportes a la educación venezolana en el marco de la modernización del Estado en Venezuela (1938-1945). Para alcanzar este objetivo se realizaron las siguientes fases: 1). Describir el contexto histórico-educativo de Venezuela entre 1936 y 1945. 2). Analizar los planes y proyectos en los que interviene Rafael Vegas para la atención de la infancia abandonada en Caracas, desde la Casa de Observación para Menores, el Consejo Venezolano del Niño, y el Instituto de Pre- Orientación de Los Teques entre 1938 y 1943. 3). Analizar las políticas, planes, programas y proyectos durante la gestión de Rafael Vegas en su desempeño al frente del Ministerio de Educación Nacional 1943-1945. Esta investigación es de tipo documental. El tratamiento a las fuentes se realizó a través de la estrategia del análisis de contenido, basado en la identificación de las intenciones políticas del Estado venezolano en el período 1936-1945; las intenciones formativas de Rafael Vegas para con los niños abandonados, enfermos y delincuentes de Caracas desde 1938 a 1943; y las intenciones políticas de Rafael Vegas para con el sistema educativo venezolano entre 1943 y 1945. De esta manera se identificaron los aportes socioeducativos de Rafael Vegas en el período 1938-1945, y la importancia de los mismos para el magisterio y la sociedad venezolana actual. Su legado pudiese reconocerse como parte de la historia de la educación en el proceso social de Venezuela.

ABSTRACT: Rafael Augusto Sanchez Vegas (1908-1973), devoted 35 years of his life uninterrupted social and educational service to the country, highlighting their actions in the period 1938-1945, in the context of the modernization of the Venezuelan state. Its management during this stage is poorly understood, documented and valued within the social and educational historiography of Venezuela. This research aims to assess the governance of Rafael Vegas and his contributions to the Venezuelan education as part of the modernization of the State in Venezuela (1938-1945). To achieve this goal the following steps are performed: 1). Describe the historical and educational context of Venezuela between 1936 and 1945. 2). Analyze plans and projects involving Rafael Vegas to care for abandoned children in Caracas, from Juvenile Observation Home, the Venezuelan Children's Council, and the Institute of Pre-Orientation of Los Teques between 1938 and 1943. 3). Review policies, plans, programs and projects for the management of Rafael Vegas in performance as Minister of Education from 1943 to 1945. This research is documentary. The treatment was performed to sources through content analysis strategy, based on the identification of the political intentions of the Venezuelan State in the period 1936-1945; formative intentions Rafael Vegas to the abandoned, the sick and criminals Caracas from 1938-1943 children; and policy intentions Rafael Vegas with the Venezuelan education system between 1943 and 1945. Thus the contributions of socio Rafael Vegas in the period 1938-1945, and the importance of these to the teachers and the current Venezuelan society are identified. His legacy could be recognized as part of the history of education in the social process of Venezuela.
